As Puerto Rico Secretary of Education, Julia oversees a system of over 1100 public schools serving more than 350,000 students. Previously, she founded Keleher & Associates, a boutique consulting firm, and worked as senior manager for the U.S. Department of Education. Julia excels at helping organizations of all sizes and sectors find new ways to optimize their performance. She has a BA in political science and an MS Ed in psychological services from UPenn, and an MBA and doctorate in education leadership from the University of Delaware.
